CANADIAN POLICE CHAPLAIN’S ASSOCIATION
MINUTES OF ANNUAL MEETING
FRIDAY OCTOBER 22, 2004

1. Call to Order:

The Annual Meeting, chaired by Past President Robert Heard, was called to order at 9:00 a.m.


2. Opening Prayer:

The Meeting was opened with prayer by Ian MacLean.


3. Adoption of the Agenda:

It was M/S by Ian MacLean and Charlie Massey to accept the Agenda. Carried.


4. Greetings, Regrets and Introductions:

Regrets were received from Stan Fraser, Jim Turner, Cynthia Chenard, Chuck Peterson and Bernie White. Robert Heard introduced Vice President Blair Dixon.


5. Minutes of AGM 2003:

It was M/S by Brian Hunter and Blair Dixon to accept the Minutes as published. Carried.


6. Business from Minutes:

  • a. Handbook
  • It was reported by Charlie Massey that no submissions have been received for the Handbook.
  • b. Planning
  • Blain Dixon has volunteered to be the liaison between the Executive and subsequent ATS Planning Committees, to assist in the long term planning as it relates to location and program development.
    Charlie Massey reported that there are 13 core requirements that must be completed by chaplains for certification, and that these core requirements are covered in a three year cycle of the ATS.
    It was suggested by Brian Hunter that a ATS Planning Manual be developed and passed on from Committee to Committee.
  • c. Provincial Representation
  • In the 2003 Annual Meeting, it was requested that any member who was interested in volunteering to act as a Provincial Representative let the Executive know. The Provincial Representative would be the liaison between the Executive and a provincial request.
    To date the following Provincial Representatives have been identified:
    • Ontario - Robert Heard
    • Saskatchewan - Blair Dixon
    • Alberta - Kevin McInnes
    • British Columbia - Ben Yablonski

    7. Financial Report

    The Financial Report dated September 30, 2004 as prepared by Jim Turner was circulated. It was M/S by Kevin McInnes and Ben Yablonski to accept the report. Carried.

    It was requested by Secretary Treasurer Jim Turner that approval be given to re-invest the maturing bond monies. It was M/S by Brian Hunter and Blaine Schaufele. Carried.

    It was M/S by Ben Yablonski and Peter Barrow that a vote of thanks be given to Jim Turner for his work. Carried.


    8. Membership Report

    Charlie Massey indicated that there are currently 140 members of the Association, but as many as 340 Police Chaplains serving across the country.

    The CPCA is a non-profit organization, but is not a registered charity.

    Members of the CPCA will receive in the February mailing an up to date Membership list. If your information changes (i.e. mailing address, e-mail, etc.) please let Charlie Massey know as soon as possible.

    It was noted that Non-members normally pay $75 more to attend the Annual Training Seminar.


    9. Newsletter Report

    Charlie Massey indicated that the Newsletter is sent out to the Membership in December, March, June and September. Members are encouraged to submit information to Charlie for the newsletter regarding such things as “what’s happening”, prayer requests, and memorial information.

    Bob Harper volunteered to do a one page reflection on the 2004 ATS and to submit same by November 15, 2004.

    While the Newsletter does not feature photos, they can be displayed on the CPCA website which is maintained by Robert Heard.

    A motion of thanks was made to Charlie Massey for his 10+ years as the Newsletter publisher. Carried.


    10. New Business

  • a. ATS 2005
  • Pending local permission, the 2005 ATS will be held in Newfoundland.
    Future possible ATS venues include Ottawa, Edmonton and Calgary. The Executive to discuss further.
  • b. ICPC Representation
  • It was M/S by Charlie Massey and Ian McLean that Ben Yablonski be the CPCA representative. Carried.
  • c. Other - Nominations for New CPCA Executive
  • Jim Turner was nominated as President. It was M/S by Peter Barrow and Ian MacLean that nominations for President be closed. Carried.
    Cynthia Chenard was nominated as 1st Vice President. It was M/S by Greg Symmes and Roy Langer that nominations for 1st Vice President be closed. Carried.
    Bob Harper and Jerry MacMillian were nominated as 2nd Vice President. It was M/S by Blaine Schaufele and Dave Moulton that nominations for 2nd Vice President be closed. Carried. The Chairman excused Bob Harper from the meeting. A vote was called for by a show of hands, with Bob Harper being elected.
    David Kennedy was nominated as Secretary/Treasurer. It was M/S by Blair Dixon and Walter Kelly that nominations for Secretary/Treasurer be closed. Carried.
    It was noted that Charlie Massey serves as an ex-officio member of the Executive.
  • d. Badge for CPCA Members
  • It was M/S by Peter Barrow and Ian MacLean that the Executive explore and report on the development of a suitable badge. Carried.
  • e. Membership
  • It was M/S by Kurt Schmidlin and Blair Dixon that the CPCA Executive and specifically the President, assume the responsibility to promote the CPCA at the Annual CACP and the Canadian Association of Police Associations and inviting new chaplain to join the CPCA. Carried.
  • f. Website
  • Membership is encouraged to submit articles and photos to Robert Heard.

    On a motion by Ben Yablonski, the meeting was adjourned at 10:01 a.m.
